UTI PSA Revamp PAN Portal – User & PAN Application Process

1. Sub-PSA / User Login Process (First Time)

  1. Click on the link provided in the email at release.

  2. Enter your User Name and Password (initially, both are the same).

  3. Click Registration.

  4. Select a Security Question and provide the answer.

  5. Click Ok to change the password.

  6. Change the password according to the specified criteria.

  7. Re-login with the new password.


2. New PAN Application – Physical Mode

  1. Select Physical PAN Card or e-PAN Card.

  2. Enter core fields and address/document details.

  3. Complete Aadhaar authentication wherever applicable.

  4. Make payment as per prescribed charges.

  5. Continue form filling with email/contact details.

  6. Generate Acknowledgement Copy with Application/E-Coupon and provide to applicant.

  7. At the end of the day:

    • Scan applications and documents

    • Crop photo-sign

    • Upload on the portal

  8. Submission of physical application along with documents to UTIITSL office is mandatory.


3. Scanning and Cropping of Photo-Sign Process

  1. After acknowledgement generation, acceptance process is complete.

  2. Scan physical application, include acknowledgement and documents.

  3. Store scanned document in PDF format, named with application number.

  4. Upload document:

    • Menu: Document → Upload Document

    • Select Crop and Upload against the application number

    • PDF file size: ≤ 2 MB

  5. Crop photo and signature:

    • Drag and drop at correct positions

    • Click Upload Pic & Sign File

  6. Application is now uploaded with document and photo-sign data.


4. New PAN Application – Digital Mode

  • Applicable for Individual Category only.

  • Select Physical Card or e-PAN Card.

  • Mobile number linked with Aadhaar is required for OTPs.

  • PSA module supports Aadhaar authentication via OTP and biometric.

  • Applicant must be physically present with registered mobile.

  • No physical documents required.

  • Failure of Aadhaar authentication (OTP/biometric) → application must be submitted in Physical Mode.


5. Lot Creation and Editing of Applications

  • Applications with full form entry → Lot batch created in scheduler activity at PPC DOIT daily.

  • Applications with incomplete process → Lot batch not created.

  • Until lot creation, PSA User can edit applications, except core fields matched with Aadhaar.

  • Date-wise application number should match collected physical applications.


6. Refund Process – Incomplete Applications

6.1 Physical Mode

  • Select Physical Application Mode with e-PAN only or e-PAN + Physical PAN Card.

  • Complete Aadhaar authentication → generate application number.

  • Incomplete applications → payment refunded end of day through system.

  • PAN processing fees not charged if application incomplete.

6.2 Digital Mode

  • Complete OTP/biometric authentication with applicant presence.

  • Non-receipt of OTP / incomplete form / technical error → application number not generated.

  • PAN processing fees not charged if application incomplete.

  • Pending cases can be checked under Pending Applications with reference number for further processing in presence of applicant.
